Laos is classified as a Least Developed Country (LDC) by the United Nations and relies heavily on donor assistance. Poverty in Laos is due to a mix of historical, geographic and demographic circumstances. War, disease, resettlement programs, opium eradication, crop substitution and reduction in agriculture have all contributed to an increase in poverty and inequality within the country. Many communities experience seasonal food insecurity and occasional flooding and drought. Education, rural development and trade, as well as investment, are all key areas in need of development assistance.

Each assignment delivered in Laos addresses one or more of the following objectives:

1. Contribute to the growth and development of selected local businesses.

2. Contribute to improving the quality of delivery of education in schools, technical and vocational centres.

3. Contribute to improved public sector management by the capacity building of selected national government departments and programs.
